Donald Shepard, PhD
Professor & Health Economist
Health Systems Advisor

Donald S. Shepard, Ph.D., is Professor at the Schneider Institutes for Health Policy at the Heller School, Brandeis University. Director of the Institutes' group on cost and value; he is a health economist concerned with maintaining and improving health in the United States and internationally. His major concentrations are cost and cost-effectiveness analysis in health, health financing, and performance incentives. Substantive areas concern malaria, cardiovascular disease, HIV/AIDS, dengue, lymphatic filariasis, vaccines, measurement of the quality of life, and control of mosquitoes, and oral health. He has been a regular member of initial review groups rate grant applications for the National Institutes of Health in health services and HIV/AIDS. Professor Shepard obtained his Bachelor's, Master's and PhD degrees from Harvard University. 

Ross Douthard, JD       
Grants and Contracts Expert
Legal Consultant & Advisor

Ross Douthard brings over 20 years of progressive experience in grants and contract management supporting nonprofit and for profit organizations to perform and adhere to the terms and conditions of all types of awards from a variety of clients, including U.S. federal agencies, private sector and international organizations. A thoughtful legal expert who has presided over contracts worth hundreds of millions  and cumulatively over a billion dollars in his career through his work with the Academy for Educational Development, Family Health International (FHI 360) and The Partnership for Supply Chain Management (PFSCM). Mr. Douthard is a graduate of Morehouse College and he also obtained his Doctor of Law degree from Columbus School of Law where he specialized in International and Constitutional Law.

Tapiwa Mupereki, MS Pharmacist & Global Health Expert
Technical Advisor

Tapiwa Mupereki brings over 10 years working as a global health pharmacist and development practitioner. He is an experienced program and project manager in both private and nonprofit organizations. His professional experiences have been acquired in both developed and developing countries with specialization in strategy, product commercialization, policy analysis, formulary management, and managing pharmaceutical products regulatory compliance issues. In the past he has worked on large scale projects supported and funded by PEPFAR, USAID, The World Bank and The Global Fund. He has led technical assignments and capacity building training sessions and presentations in Africa, Europe and the United States. He previously worked with John Snow Incorporated (JSI), Population Services International (PSI) and collaborated with colleagues from i-plus solutions, Crown Agents, Booz Allen Hamilton, Chemonics International, IBM, FHI 360, McKinsey & Company, IDA Foundation, SGS Nederland B.V, Axios International and the Kuehne and Nagel group. He is more involved with the day to day running of the PharmPlay Group with a focus on expansion in scope, portfolio covered, geographical reach, innovation and orientation in the digital age in line with the long term vision of the PharmPlay Group to be a public company by the year 2030. Elizabeth Collins, MD, MPH, DTM
Pediatrician & Health Policy Expert
Medical Advisor

Dr. Elizabeth Montgomery Collins is a pediatrician with 20 years’ experience in academic medicine, eight years exclusively in HIV and international health, and special skills in tropical medicine, policy, and global health diplomacy. She has provided care for HIV-infected patients in Botswana, Tanzania, and Houston, Texas. She has traveled as a physician and global health expert to Malawi, Peru, Romania, Moldova, the Dominican Republic, Russia, Nepal, Haiti, Lesotho, and Swaziland. She served as an HIV visiting Professor in Haiti and holds a Diploma in Tropical Medicine. Also an active Fellow in the American Academy of Pediatrics (AAP), she has served on the Committee on Pediatric AIDS, and as a twice-elected Executive Committee member for the Section on International Child Health, where she has contributed as the Founding Chair of the Development and Strategic Planning Committee, Founding Oversight Chair for Advocacy & Policy, and co-chair of the Annual Program. From 2013-2014 she served as a National Academies of Sciences, Engineering and Medicine Jefferson Science Fellow at the U.S. Department of State, where she worked as a Senior Science Advisor in the Office of Global Partnerships and as a diplomat on delegations addressing youth and health in Northern Ireland, Switzerland, and China. Dr Collins has served as a Global Health Council delegate to the World Health Assembly and the WHO Executive Board meeting, and as a UNA-USA delegate to the UN Commission on the Status of Women.
